Do you discover that this form of control would lead to corruption with the city government? Getting a license would give the holder a virtual monopoly on a really profitable enterprise. The entire illegal drugs industry (which is a multi=billion dollar enterprise) tends to corrupt anything it touches and that includes the police forces of any country that has a big need for these drugs. Look at the Mexican situation.Many are already calling it a narco-state.
So your question sounds a little naive.
Remember that the turnover of some of these cartels is bigger than Ford’s the carmaker. How many people can you buy with that kind of action?
Finally, it is my perception, based on my time in L.A. that it is very easy to get small amounts of marijuana for cheap. I never smoked but almost everyone I knew did, at that time.
