Federal law does not identify California’s law of legalization of medicinal marijuana. However, Holder said he would only prosecute individuals who violate the two state and federal laws.

The state enables medicinal use of marijuana. The federal government does not. Use without having a prescription in California would be illegal both in the state and under federal law.

It’s legal in the state of California but it’s illegal with the Feds who control everything, including the governator.

I can’t find any reference, but I’m pretty sure I read somewhere that the Obama administration said it would not go after people that are not violating state laws on marijuana. So, it basically is a form of decriminalization at the federal level.
